Breast epithelium exhibits maximal proliferative activity during the luteal phase of the menstrual cycle, and the highest level of cell proliferation is observed in undifferentiated lobule type 1 (Russo et al. 2000). Expansion of mammary epithelium suggests a stem-like cell with regenerative capacity (Visvader 2009). Rapidly developing breast tissue is felt to have the greatest susceptibility to environmental exposures (Berkey et al. 1999). Mammary stem cells or early progenitors are thought to be the critical cellular target in carcinogenesis (Reya et al.
1999). A fourth cohort study has also been reported from the Netherlands with 2,310 workers who prepared phenoxy herbicides in which 31 cancer deaths occurred (Bueno de Mesquita et al. 1993). In all cases results have generally not been statistically significant although they are slightly in the positive direction. Also with the small number of cancer deaths stable site-specific rates were not possible. Finally, these cohorts were for male workers and no useful data for breast cancer in women can be derived.
